Governance

How Mangwe RDC is Led

Council is constituted by policy makers, who are the councillors, and the executive, who are the employees. The head of the policy makers is the Council Chairperson, who is elected from among the councillors by the councillors themselves. The executive is led by the Chief Executive Officer, who is the Accounting Officer.

Council conducts a “Workshop” on issues and recommends to the Full Council for a final decision to be made in the form of a council resolution. A council resolution is a legal position of Council that has to be implemented by the executive.

There are 17 councillors who represent the 17 wards in Mangwe District. In addition, there are 5 councillors who represent the 30% women’s quota.

Decision-Making

Council Committees

Council has statutory committees; however, in terms of Section 62 of the Rural District Councils Act, Council may establish other committees as deemed necessary. Committees consider matters in detail and make recommendations to the Full Council.

Finance & General Purposes Committee

Oversees Council finances, budgets, revenue and general administrative matters.

Works & Town Planning Committee

Considers infrastructure, roads, water, spatial planning and development control.

Social Services & Environment Committee

Guides community development, health, education and environmental management.

Audit Committee

Provides oversight on internal controls, risk management and financial assurance.

Human Resources Committee

Deals with staff establishment, conditions of service and welfare matters.
