Mangwe also has a Junior Council made up of learners from various secondary and high schools across the district. They are elected through a process involving Council, the Ministry of Youth Empowerment, Development and Vocational Training, and the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development. The idea of having a Junior Council is to give young people the opportunity to develop their leadership skills and to understand governance issues and civic responsibility.
